here's how i did it: lately i start by wandering the board, filling in what i can in 3x3s that have at least 4 or 5 filled in (mostly cross-hatching); then i might do this again to pick up any newly obvious numbers. The goal is to get low-hanging fruit and easy-up the board a bit. Then i either scan rows and columns for missing numbers, normally limiting this activity to those with at least 5 numbers filled in. Then cross-hatching to get more "gotta-be" numbers. Then do some more of all of the above, since it sometimes snowballs. I look for some naked pairs, which often will tell you what another box or two are. Today i did all that, it went quickly up to 18 filled in, but then i and had to bring the missing digit scans down to rows/cols with 4 numbers filled in. Once i got another one or two it all (slowly) opened up.
