What's the fastest way to go through the puzzle to (1) identify all the cells that can be filled in from the info. given & (2) identify the possible numbers for all the remaining cells?

PS - It takes me 9-12 minutes to get do the 2 steps in the noted in the previous query. I have a feeling that good puzzle solvers could knock out a puzzle while I'm still figuring out what the possibilities are.
