kaosangel - work requirements for welfare, drug testing, etc., have never revealed massive fraud. The majority of entitlement recipients are for people with disabilities, caring for dependents (try paying for daycare on minimum wage), etc. The rules are there to make it harder for those in need to get the minimum to survive. A mom with two kids doesn't have time to manage the forms, check for their approval, appeal, etc. etc.
